Tyrone Heade became the musical director, or Pipe-Major,  in 2003. In the context of bagpipe and drum competiton, Elliott Bay is one of two Grade III bands outside Canada in the Pacific Northwest.

In 2001, Elliott Bay became the first US band from the region to compete at the World Pipe Band Championships in 30 years. In 2005, Elliott Bay returned to Scotland for competition, placing 14th out of 25 bands in their grade at the World Pipe Band Championships.

EBPB has won consistent awards at regional games  No-cost drumming instruction is offered each week. With a focus on building players, Elliott Bay has reaped rewards with competition performances and annual concert presentations. The band was the Washington State Champions in 2000, 2001, 2003, and 2006, and continues to achieve recognition and respect throughout the region. Elliott Bay’s attitude begins with fostering a community that involves players of all levels, including the highest possible. Helping players improve through encouragement, education, and example.  Many levels of musical skill have been represented including consistently awarded soloists and aggregate winners in all amateur classes. A growing arts organization, Elliott Bay is appreciative of supporters whether they be volunteers, sponsors, or dedicated musicians.
